Replaced the blower motor on mine a couple of years ago that was exhibiting the same symptoms. Cost was ~ $20 for the motor at O'Reilly's and took about an hour including time outs to drink beer.

Subject: [Supras] Fan issues
Hi,
My car is an '89T 5speed, Silver (Click and Clack thinks the color
always matters, so there you go...) The push button for the low-speed
setting has never turned the fan on since I bought the car used 4 years
ago. I have been using Medium and High speed, obviously. I've always
thought the first thing to go would be either the medium or high speed,
just like having lost the low-speed, but all of a sudden, I get NO fan at
all when pushing any of the speed buttons.
Did I just experience catastrophic fan motor failure? Could it be something
else? The lights on each of the speed buttons still work, but no fan at
all. Here in Northern VA, its still cold enough in the mornings to
appreciate any fan speed in order to heat the car. Now I have to rely on
ram air only, which sucks when stopping at intersections and long red
lights. Any insights appreciated!
Kurt
