I guess I should back up a bit..... Charging it shouldn't be a big deal, 
they sell kits at the autoparts store.  If you open the system to the 
atmosphere, you would need to go the vacuum pump route, and maybe even 
"flush" it out with nitrogen.  You won't be opening the system up unless 
you change the evaporator out.

If it were me..... and it will be as my AC in my truck needs it, I'd 
charge it and then see how long it lasts.  My truck is a 99, and I've 
never added refrigerant, so I'm not surprised that the AC isn't working 
very well.
