That is true of most/all automotive AC systems.  The refrigerant 
eventually leaks past the seals.  Home AC systems don't leak, because 
the don't use seals on the compressor.

Find a Jeep forum, and ask.  It might mean tearing the whole dash apart, 
or it may not.

I don't believe charging it would be a big deal, However, you'll 
probably need to pull a vacuum on the system first to get all the air 
out..... at least that's the way an HVAC person would do it.  I know 
automotive shops and dedicated AC charging/re-charging machines.... I 
can only guess that they are a fancy vacuum pump, rather than a stand alone.
