[Supras] Dampener bolt torque

I'm only guessing here but I figure it is because the key in the crank snout
is there only for locating the pulley and cannot withstand the stresses put
on the pulley, so the pulley must be pressed very tightly against the
shoulder on the crank so that interface can withstand all the applicable
forces.
