You mean has to come off for balancing later, should be balanced during
manufacturing. Right Geoff, it should be snug like the stock piece, the
bolts are there to hold it against the crank laterally, like an improper
wheel bore that doesn't fit the hub so the lower tolerance lugs are left
to do all the work.
