Sounds like your drain cock is letting coolant seep past it. Reseating (loosening slightly and retightening) may fix it, but you may need a new drain cock. It's been a while since I've looked at a stock one, but there is a rubber seal of some sort in there that could be finished.
Sounds like a good time to R&R coolant while you're at it.
