Dear Rocky:


    Thanks for the info.  The potential problem is that the NJ 
inspectors are virtual idiots (too much credit:  REAL idiots) in many 
ways.  One example:  The dyno rollers for the 15 MPH emissions test are 
adjustable regarding spacing.  In one instance a car was failed for 
excessive smoke.  The smoke, in fact, came from the rear tires because 
of excessive sidewall flex.  The dyno rollers were set too far apart, if 
you can believe it.


    I'll get in touch with Random Tech again.  I don't recall his name 
but I got friendly at the time with a real techie guy there.  In any 
event, I should get some sort of statement from them reinforcing your 
statement, which I recall to be true.
