[Supras] Power low after 4000 rpm

Boost leak will lead to loss of power at higher boost levels, make it pig rich (black smoke) when boosting and chug-a-lugs at ~ 0 psi boost. All these symptoms went away after I replaced the leaking intercooler last week.

Alright I have a problem.  I just got a 87 turbo, it now has a 1.2mm mhg and 
arp studs, (due to bhg when purchased).  My problem is at anything above 
4000 rpm it dosent seem to have any power, it just accelerates all the way 
to 4000 then evens out.  Now I know the n/a's like few people in the world, 
but my na has little power till 4500 then is like a rocket taking off.  My 
na has same 1.2mm mhg, prototype jepistons (unknown spec, long story but the 
only set made), crowler rods stock crank, Unknown cams, custom cai, 255lph 
fp, and a few extras.  Ok just so you know I know a guy who works for a 
company who works for a racing engine shop, he ordered parts for the car but 
does not know much so the engine parts i got from him are mostly prototype 
parts he was susposed to tell the makers how well they worked on the project 
but he has no idea what any specs are and they have no spec sheets, he 
waited 1 year to get all the parts and gave up on the project.  So any ways 
I may have wasted your time in reading this, it may be normal, but no power 
after 4000 sucks.  I know I have a leak on the ic plastic oe pipe at the 
fender wall.  I have shimmed the wastegate to 12 psi, but the problem was 
there before shimming.  I just want to know if this is common or if there is 
a problem here.  I am going to upgrade the ic and piping, but I have to wait 
untill SILV07 is over because expence of going there from Georgia is high.  
While on that topic the group rate was more expensive than what im am paying 
without group, you may want to check into this I can provide my prices if 
needed.  I am going to evenualy upgrade turbo, elbow, downpipe, exhaust, and 
ic. Then put the turbo on the na. So I need some help on the no power thing. 
Alright I have been drinkng and I get a litte (a lot) over talkative, I 
apologize again for the long essay.
