Bernie, I believe the VSV in question is also to Aid hot Starting. When the
engine is hot, the VSV will stop
vacuum being applied to the FPR keeping it at base pressure - during hot
starts the 7m can suffer from fuel evap causing difficult starts, the VSV
insures a higher fuel pressure at rail during these conditions.
