I had that issue with my washer motor as well, and the parts guys told me there's a small screen that will sometimes get clogged and need to be cleaned off.  You need to remove the washer bottle to get to it.  Obviously it's below the area where the stock airbox once was.  You need to remove the front right wheel and plastic fender liner to get to it.  There's two motors, so you'll need to check both of them to find the screen.

It's been about 7 years since I had to do this on mine, so that's the best I can recall!!

The rebuilt JDM engine in the Texas '91T  5 speed is running quite well, 
although I still need to receive the 3" downpipe and cat (already 
received Lipp elbow).   No ECU codes were set.  Nice to have a car 
without rust.  There are a couple of cosmetic items to address, but 
nothing major.  Mods include 550cc injectors, Lexus AFM, Walbro pump 
(with drilled J-tube), custom made FPR, chrome moly flywheel, Porsche 
blowoff valve, 57 trim CT26 turbo, HKS intake filter, '98 MkIV mounts, 
JDM 80 mm cat back exhaust.  .  The present exhaust system is probably 
clogged due to a former BHG.  Eventually I intend going to 14 PSI.  Have 
not been over 4 PSI so far.  Engine has less than 15 miles on it. 


A couple of last items need to be attended to.  Temporarily I fixed the 
gas door (broken retracting plastic piece) by removing the flat pop-open 
spring and using velcro to hold the door closed.  Other items are as 
follows.


1. The power antenna does not retract or extend completely.  It was bent 
at one time.  I once replaced the mast on my '90, but do not know where 
the information came from as it was over 10 years ago.  If the problem 
involves the motor, what is the best way to remove it?  The access door 
is awfully small. 


2.  The front windshield washer motor appears seized (rear is OK).  When 
pushing the stalk button, I can hear a sound and see the lights dim ever 
so little.  I guess I'll order another one from Jeff Watson unless 
anyone has a better suggestion.
