[Supras] Suspension bolts and TSRM torques??

We were resetting the alignment last night (broke a rear toe arm
recently) which is always a chore on this car. The manual calls for 136
ft-lb for the rear bolts which seems high. In fact the DS eccentric bolt
would torque to 110 ft-lb but then wouldn't set at 120 as if it were
stretching. Retried 110 ft-lb and it wouldn't take this torque as it had
a moment before. These bolts are all new within the past year and very
little mileage. Last time we aligned the car, the washer on the opposite
arm snapped at ~115 ft-lb. So we normally are setting these to ~120, not
the 136 called for in the book. 

The fronts call for 177 ft-lb and we have been setting to ~150. Has
anyone else had problems with these bolts? (torquing, not the seizing to
the sleeves that occurs from not having antiseize from the factory) 
I'm going to replace the bolt that seems to be stretching, seems strange
in such a short amount of time.
