[Supras] Windage tray

The saga continues: I yanked the engine out to check the rings after what seemed to be a big overheat, due to a BHG. It would appear that someone has been there before me, and cut the windage tray/baffles out of the oil pan. Someone went to a great amount of trouble to do it, even having to weld the pan in two spots after ripping holes in the pan. Is there some good reason this was done?
Also, it seems that the metal rings of the head gasket have left grooves in the aluminum head, some at LEAST .005" deep. I also think this head has been surfaced, very poorly, once already. Is there a maximum that can be removed?
Thanks for any input. (Suggestions to have the car crushed will be considered. Ha ha.)
