The best unit will cost you more than the car you're probably going to
buy...
The newest Chrysler unit that allows you to scan and flash newer Chrysler
Cars runs around $10K when you get all the adapters and the Master Tech that
flashes GM will cost you just about as much
The daily scan tool that is used at the shop I work with is the cheapest one
Advance Auto sells. They have the both the Master tech an have the Chrysler
unit on order but most of the time the code is simple to the basic unit
works fine
The scanner doesn't fix the car, the data and usually nothing more than a
multi meter does most of the work.
In most states Advance Auto and Auto Zone will pull codes for free. There
was some sort of a law suit in California about Auto Zone acting like an
unlicensed mechanic or clearing codes. I don't know the result of that
lawsuit.
Before you start tossing parts just let me know and I will get you the
trouble tree so you can actually test the parts.

PS more mechanics that will ever admit it just toss parts because it is so
much easier.

Well, we finally are replacing our 92 Maxima mule car with something
newer, and this is my first venture into OBDII, which NJ checks. Any
recommendations for the best scanner, which hopefully will also cover the
transmission and air bag would be appreciated.
