Bob:

NJ inspection in the past used "inspectors" (the term used VERY 
loosely), who examined front end looseness manually and qualitatively.  
Now with the new system (with the damned chassis dynos for emissions), 
everything possible is automated.  They test ball joints and tie rod 
ends by motorized rotating pads under the front wheels and measure the 
angular deflection of the wheel.  They also test ball joints 
independently by vibrating the wheels up and down with some type of 
variable speed motor driven eccentric with a sensor for noise or some 
other indication of looseness.


My '90 with 154K never failed any tests except for lights (should have 
been obvious to me).  Now if they would scrap those dynos since OBD2 is 
so popular....   My '91 has a 3" downpipe and cat from Random Tech, and 
an HKS exhaust.

PS:  But they will still look under the car with mirrors to view exhaust 
condition.
