Brian:

    My '91 does the same thing, although my 90 does not (still for sale 
since the ebay winner was a deadbeat).  At first I thought it was the 
alternator because some of the stator windings were black, like there 
was a partial short in one phase of the windings.  So I put on a known 
good spare and nothing changed.  The only other explanation is the PS 
pump.  I've heard loud ones before, particularly on Fords, but never on 
a Toyota.  It could be that the fluid is to viscous, causing cavitation 
at the suction of the vane pump.  In my case, it does not seem worrysome.
