[Supras] MPG?

I'm about the same as Rockey with only a FIPK, chopped up ghetto
downpipe that needs fixing, no cats, and a straight through muffler.
'87 turbo, 5spd, targa top.  Lots of in-town driving and I'm still
hovering around 17-19mpg and dead on with the 26mpg mentioned out on
3-hour+ drives one-way.  Current oil is Castrol Synthetic Blend 10w30
through a Bosch filter.  I also think I'm running rather rich too.
