That's possible but another possibility is that the screen in the bottom of the reservoir may also be clogged and not allowing fluid to the pump. 
Did you bleed the air from the system after replacing the pump? Is the pump making noises?

88 Supra My power steering went. I tried replacing the pump still  
nothing..Could the rack be bad???
