Check the basics....  Make sure your throttle is returning all the way 
like it should be.  Check for engine codes.  Turbo or NA?

If your idle is that high, your ISC (Idle speed controller) might be 
stuck open.  When you turn off the engine, you should hear 3-4 "clicks 
with .5 second pauses between them.  If you don't hear this, your ISC 
isn't returning to the closed position and it's probably failed (fully 
open in your case).

Bad O2 will cause a rich condition but not high idle.

Before you ask where is this and that is...  Go to supras.com and click 
through to the TSRM.  That's the Toyota Repair and Service Manual and 
has all the procedures for what Sean and I are recommending.
