[Supras] torque plate for boring/honing 7M?

Who has a torque plate for the 7M or has had their block bored / honed with
a torque plate? How much of a difference does it make? Where could I get
one? I just read an SAE paper that stated benefits of reduced oil
consumption, emmissions, and general engine wear - however it wasn't as
detailed as I would have liked.

I'm getting my block bored .020 over for wiseco forged pistons, but I wish
my machine shop had a torque plate. I trust the guy's work, but I wish I
could do it the best way and not just settle for normal. My machinist
doubted anyone in the area (Waldorf, MD - south of D.C.) had one. He
encouraged me to call around though to see if any other shop had one or
could let me borrow it. He said they also do a lot of Hondas without a
torque plates without any problems.

This is my second rebuild. My first suffered from excessive blowby. My ring
gaps were large without trimming (.022"), but I'm wondering if that was the
cause or just the result of something else wrong. Perhaps my standard piston
bore had been honed one too many times - or perhaps too much cylinder
distortion?
