The standard choices (this may be a federal thing) is:
Actual
Not actual (sure covers a lot there)
Exceeds mechanical limits of odometer (kind of hard with most cars having
million mile odometers today, a lot more common in the 80's)

I think you can replace the defective unit as long as it's documented.. For
example, AZ notes on your title that your odometer is not accurate (I forget
their wording, but it covers everything from broken to beyond limits)... I'd
ask your state DMV what you have to do.
