It's a PITA and most likely due to the threads in the aluminum head stripping out. I installed heli-coil inserts in mine when I replaced the exhaust manifold gasket with the engine in the car and ended up buying a 90 degree drill motor to get to the rear holes to drill for the inserts. 
I haven't yet discovered a way to keep my turbo mounting nuts tight either if anyone has suggestions?
