The reason for paper shims under adjacent caps is to push the cam down into the head saddles on each side of the cap to be refinished.  Otherwise you will not get the correct DIAMETRAL clearance when reading the plastigauge on the one you are refinishing, since the valve springs push up on the camshafts.  Using paper shims under cap #6 is enough to cantilever the cam down for refinishing cap #7.
