[Supras] cam bearing cap wear

Has anyone thought of polishing the cam bearing caps to set clearance,
and then having the caps cryo-hardened?
I know people swear by the process for increasing the lifespan of
wearable parts like rotors. Can't say I've heard reports on the process
on aluminum parts prone to wear.
The 7M I'm currently working on had just over 100k on it, ran smooth and
quiet, but when I pulled the head apart the cams and valve caps had
considerable wear on them.
The cams went to Delta Cams to be polished and any journals beyond
polishing I believe they spray weld and regrind.
The journals I'm polishing myself and will make sure as within clearance
when I reassemble.
Question: what is the purpose of the paper under the adjacent caps when
checking clearance?
