There is no data interface into the mkIII ECU, so the concept of a scantool does not really apply.
That said, Toyota did make a TCCS checker. There was one for sale on ebay a while back. It really does nothing you cannot also do with a paper clip and a decent DVM. It sold for $305. Special service tools like the checker are designed mainly to speed things up. The checker does make things easy but as an
EE I can do pretty much anything the checker can do with normal test
instruments. It does take a bit more time though. One nice thing about
the checker is that, in addition to testing the car's sensors and
wiring it can simulate them, thereby endowing the ability to test the
ECU itself for problems.

OBD-1 cars where a paperclip does work for basic codes. Just wanted to
