No, it's not. There is one valve used to control idle speed.
It's the ISC (Idle Speed Control). Also ignition timing
is used to further stabilize idle speed.
There is a Fuel Pressure VSV that is sometimes activated
at idle to raise fuel pressure, but not to control idle
speed.
