[Supras] odd downpipe mod

Has anyone ever heard of this?
 
i have a BIC divorced downpipe on my new supra that has a hose that attaches it to the piping for the cam cover vents. has a one way valve to prevent blowback from exhaust. first time I saw it i was like "WTF??" and just stared at it for a minute trying to figure it out.
 
i still have to figure out some more of past owners hose running techniques for other areas on the engine.
