Just stops ok? What kind of pads are you running?
My car with the stock calipers/rotors and braided front lines stops very
well with the R4S pads. Are they ulra heavy wheels?
Geoff is explaining it as best I've heard. I'd run smaller wheels if I
could but keep in mind, unless you run a low profile tire with that
small wheel you'll get more sidewall flex, an advantage of larger
wheels. This is why some folks use a larger dia. front wheel than rear.
Of course running a small dia. wheel and low profile tire is going to
change gearing, reducing speed for a given rpm.
For a real world example, this past weekend I finally put on my new
lightweight wheels I've been waiting to use for a while. Old rear setup
(Volk AV3) was 55 lb. for wheel/tire (~28 wheel, 27 tires 17x9 &
255/40/17) New wheels are 17x10 and only 16.5 lbs. (43lb. with same size
tire.) Overall savings was ~30 lb. Even with a tire that has much better
grip, (Azenis 615) wheels spun much easier. It was hard to get used to
how much quicker power would come on and how easily I would bring the
rear around vs. before. Had to relearn the car as it felt much different
and equired more accurate steering with the right foot :) This was on an
auto-x course so it's not as apparent driving around town.

Enter 4x 14" rotors and 20 pistons.
My car with 18's seems to stop ok.
It's the part about getting it going anywhere (without pushing) that's
tricky.
