[Supras] Yet another brake question (ABS)

Although it may not be related, recently I blew the power breaker in
the fuse block in the driver side kick panel due to a power window
malfunction.  After resetting it and also pulling the power relay (?)
in the fuse block under the hood, two things have happened.  One being
the TEMS indicator is no longer working (troubleshooting this now and
will not bother the list until I've checked into it further).  The
more important problem, however, is:

The ABS light now comes on and stays on when the car starts.  It did
not do this before.  When I follow the techtip at
http://www.cygnusx1.net/supra/techtip/abs_errorcodes.html to
troubleshoot the problem, the ABS light turns off when the connecter
mentioned in the instructions is disconnected and does not blink out
any codes but remains off.  I also checked the engine diagnostic codes
just in case and only get a "51" which I'll be troubleshooting later
this week.  I cleared the ECUs by pulling the EFI fuse as mentioned
but the ABS light still illuminates when the car is started.  So why
would the ABS light illuminate as if there is a fault, but then go off
and not read out any faults when I follow the techtip above?
