FWIW, it's usually the installer, not the equipment that causes that 
problem.  The issue is in the slider pins that the caliper rides on.  If 
they're not polished and lubricated properly, the least bit of moisture will 
lead to enough corrosion that the caliper sticks.

I just fixed this issue on a friends 92, but I had to order all new slider 
pins from Toyota to get it working properly.
