[Supras] Heater problem

The heater control valve just stopped working in my 91 turbo. If I turn the heat up to 85 the valve doesn't open. If I connect the vacuum that goes to the switch directly to the top of the valve it opens. So I'm thinking it's either the valve or the HVAC controller.

Does anyone know what the voltage should be at the heater control valve when the temperature is set to 85 ( I think that temperature is suppose to force the valve all the way open regardless of the cabin temp)? Is there a test voltage that can be applied to the heater control valve?

Assuming the worst...

Can these be repaired?
Are they expensive?
Are they still available?
Can I use one from some other Toyota?
