[Supras] E85 retrofit

Does anyone know what is required to retrofit a non-flex fuel vehicle to 
be able to run E85?  My understanding is that the American car makers 
are shipping FFVs because there getting wavers to get a better overall 
product line MPG rating and avoid fines.  Also making a flex fuel 
vehicle only adds about $200 to the cost.  I have also been told that 
Toyota has no intention of producing FFVs and will instead focus on Hybrids.
