[Supras] MkIII - windshield wipers only work on the "interval" setting

Replace the stalk assembly.  <-- super short version.
All the wires come out to one large connector under the dash.  Grab a 
TSRM and a multi meter.  <-- alternate short version.

I just did a repair similar to this where the headlights wouldn't turn 
on on a later model.  The inner plastic stalk piece had broke loose and 
was twisting with the outer control or somethign along those lines.   We 
fixed it with a spot of JBWeld.  In the process though, we pulled the 
stalk assembly from a early model (which didn't work with the later 
model) which was quite easy to do.  Soooo, if you have to, it's not too 
bad to pull that assembly.
