[Supras] Possible... or not?

Is it possible to set the boost controller to not allow the turbo to boost?? So understand the question..... I think my turbo is out. It sounds like it is grinding the side walls but it still spins freely and it doesn't seem to have too much play. I was wondering if it is possible to do with out or some how bypass it until i get a working turbo. I hate to do it... i know its horrible for the car, but i have no transportation and at the moment no job.
