[Supras] No headlights??

Ok..my 87 chassis has no lights.

I have parking lamps, the retractors go up & down like they
should..even on high beam flick.

put in a whole new signal stalk unit (old was shot anyhow).

Fuses are good.

I can manually CLOSE the HL relay in the engine bay breaker box, but
when looking at wiring, that seems more a relay for the alarm circuit
to flash the lights, not operate them as normal procedure.

Any ideas?
