There is some logic in replacing the pads but it really is just a judgment
call.
If they are nearly new there is no problem and they will work fine. You
might want to scuff the glaze off them...
The only real risk is if the pads are bonded or cracked the friction
material could come off. Rare but I have seen it happen.
The last brake job I reused the rear pads... I couldn't see a difference in
the thickness.
BTW. I had to replace all of the calipers on my 89. 3 of the pistons
worked fine but one was stuck and more importantly the housing had rusted
enough around the slide pin that they were frozen in place.
I guess I could have just cleaned them but they weren't that expensive and I
wasn't doing the job twice to save $40.00 on a caliper

I don't know what the "right" thing is but...
1) I always replace pads when I replace rotors. (I never reuse pads)
2) Depends on if the rotor is smooth-ish. If it is I usually just throw
pads on it. They will wear to the surface of the rotor. At 39K it's
probably in good enough shape to just throw new pads on.
