I don't know what the "right" thing is but...
1) I always replace pads when I replace rotors. (I never reuse pads)
2) Depends on if the rotor is smooth-ish. If it is I usually just throw
pads on it. They will wear to the surface of the rotor. At 39K it's
probably in good enough shape to just throw new pads on.
