The TEMS will only go into full stiff when cornering and then only momenterily. The TEMS controller by HKS allows you to go full stiff on demand or select an auto mode. A stiffer suspension does not neccessarily translate into quicker track times. When manufacturers come out with a "sport suspension" and they stiffen up the car, it rarely translates into a substancial handling increase. Tires are where you make your money in the handling department. Just look at the major racing series (like F1) that have competing tire manufacturers. The difference in who wins usually comes down to the tires.

Thats the primary problem with tokiko, they adjust compression ONLY
with TEMS, not rebound.
So it 'feels' good but performance wise, it's adjusting the wrong thing totally.
