I wouldn't be surprised to find the throttle body is partially plugged with
crud and that is throwing the idle off.

Try cleaning the throttle plate and all around it with carb cleaner.

If this doesn't work most of the time there is an allen screw that can be
used to adjust the base idle.  

This may not be the perfect solution but is it that important if the car
isn't stalling?

My wife's friend has a 91 Camry wagon (4 banger) that I installed new brakes
on and it has an idle that seems too low - it has a small vacuum actuator
that looks like it should have a VSV actuating it to push on the throttle
cable in the event the AC is on. The vacuum line to this actuator is
connected directly to the throttle body vacuum manifold and when you remove
this line the actuator plunger goes back out pushing on the throttle linkage
and the idle goes back to a respectable level instead of just about to shut
off. It also looks as if there is an electrical connector for a possible VSV
as if someone who worked on the car previously removed it.

 

The vacuum diagram shows an optional VSV activated by the AC control. 

 

I don't have a service manual and don't know if I should just disconnect
that
vacuum line or what. 

 

Any ideas?
