[Supras] emissions failure

I had a similar problem on my 91 turbo last year. The mechanic ran it hard
on the dynamo 5 times until I finally squeaked by. He said NOx problems were
usually indicative of a bad catalytic converter so over the course of the
year I replaced the original CC with a 3 inch one (for future expansion
:) ). Took it back a month ago for this years inspection and it had the same
problem. He spent an hour diagnosing it and came up with a misconnected VSV.

Specifically - he wrote on the invoice - "reroute vacuum lines to VSV
control vent solenoid"

I believe this hangs near the EGR in the back of the engine compartment on
the drivers side - little plastic box with wires and small vacuum hoses
going to it. See if any of the hoses fell off or are cracked.

I'm sure people on the list will have a better description and better
advice - but that was my experience.
