[Supras] emissions failure

In the endless struggle to keep my 20 year old baby alive, I'm looking for 
more guidance.  for the 1st time I failed the NJ emissions test:
    NOx std: 1110  Actual: 1277
    HC   std: 148    Actual:  204

Any suggestions as to where the problem might lie? With that siad I know 
I've got some engine trouble, losing (no visible leaks) about 1 qt every 
400-500 miles.  Engine has about 100k on it
